## Short answer

FRMCS documents come from several bodies: UIC (user requirements and programme documents), ETSI TC RT (railway system specifications), 3GPP (underlying mobile technology) and ERA (European regulatory framework). Always check document version and status — draft, published, or referenced by regulation.

## Reading status correctly

- **Planned** – announced work, no document yet.
- **Draft** – document exists but is not final.
- **Published** – formally released by the issuing body.
- **Referenced by regulation** – cited in a binding legal act (separate step).
