Independent reference on the Future Railway Mobile Communication System

Standards, versions and maturity

Time: about 8–11 minutes including the task; estimate

Guiding question: How do railway needs, technical rules, the regulatory framework and product evidence differ?

Learning objective: You distinguish specification, applicability, implementation and evidence.

Prerequisites: Previous lessons through 1.8, particularly the case file developed there.

Four questions instead of one quality label

Talbahn wants to reach Amir after the role change. This creates four questions: what is operationally needed? How must the technical parts work together? Which provisions apply to the intended use? And what can the offered product actually do?

Standardisation establishes common rules. It is intended to let different implementations work together on a shared basis. Interoperability means this cooperation for specified tasks under defined conditions. Identical product names or connectors do not prove it.

The regulatory framework determines legal provisions and the requirements referenced in them. Publishing a technical specification does not by itself make it binding for every project. The particular document version and its scope matter too.

Understanding the organisations

UIC, Union Internationale des Chemins de fer, is the international railway association. It brings together railway interests and develops, among other things, functional and system requirements for FRMCS. [S04]

3GPP, the 3rd Generation Partnership Project, is a collaboration of standardisation organisations for mobile communication. Its specifications provide technical building blocks also used in FRMCS. They do not alone constitute a railway's complete operational solution. [S08, S09]

ETSI, the European Telecommunications Standards Institute, develops European telecommunications specifications, among other work. For FRMCS, ETSI publishes the system architecture and descriptions of transport and service functions, for example. [S07–S09]

ERA, the European Union Agency for Railways, is the EU railway agency. It works on the European safety and interoperability framework and provides access to referenced technical documents. Its role differs from that of a manufacturer and from acceptance of an individual project. [S16]

The CCS TSI as a framework

TSI means Technical Specification for Interoperability. The CCS TSI concerns Control-Command and Signalling. It references technical specifications and is therefore an important starting point for determining the applicable European framework. [S16]

A project baseline is the agreed reference state of a project. It includes specific document editions and decisions on the scope used. It cannot simply say “FRMCS”. In 3.2 we learn to assemble such a baseline and its dependencies.

The dated status overview separates these levels. A development target, published specification and legally referenced edition receive different labels there. Status and timeline

Check your understanding

Classify: A “Current driver role reachable.” B “Common rules for destination resolution.” C “Document versions applicable to this use.” D “Test passed with the offered software version.” Why does an organisation's name replace none of this evidence?

Model answer

A describes railway needs, B technical rules, C the applicable framework and D product evidence. An organisation publishes or develops particular foundations; its name does not automatically substantiate the capabilities of a specific combination. Document edition, application scope and the product version actually tested must fit together.

What to remember

  • Needs, technical rules, applicability and implementation are assessed separately.
  • A project baseline names specific reference versions.
  • Interoperability requires a defined scope and evidence.
