UIC UGFA: Frequencies and FRMCS Migration

The UIC Group for Frequency Aspects (UGFA) addresses frequency issues and the migration from GSM-R to FRMCS. Its focus is particularly on the radio network. UIC/UGFA: O-8856, Migration Whitepaper, version 1.2.1, 14 May 2024

Role in the FRMCS Context

The O-8856 whitepaper supports infrastructure managers in evaluating migration paths. It considers use of the bands around 900 MHz and 1900 MHz, national transitions, cross-border aspects and the vehicle side. Edition 1.2.1 still treats public mobile networks and hybrid approaches as topics requiring further study. UIC/UGFA: O-8856, Migration Whitepaper, version 1.2.1, 14 May 2024

This leads to a practical reading rule: a listed scenario is not yet a conclusively worked-out solution. Anyone comparing alternatives should make visible the stage of development of each variant and the boundary conditions of their own network.

Significance and Binding Nature

The UGFA provides expert analysis. Harmonised European frequency conditions must be checked separately in the relevant regulatory sources, for example ECC Decision (20)02. A whitepaper does not replace these conditions. CEPT/ECC: Decision (20)02 – Railway Mobile Radio

Working Groups and Cooperation

The migration whitepaper explicitly establishes links to on-board equipment and to the FRMCS system architecture. An assessment must therefore consider the radio network and the vehicle fleet together. UIC/UGFA: O-8856, Migration Whitepaper, version 1.2.1, 14 May 2024

Practical Guidance

Recommendation for migration programmes: compare variants based on the existing network, vehicle retrofitting, transitional operation and national borders; flag open assumptions separately.

Frequently asked question

Does the UGFA set binding frequency allocations?

Its contribution is analysis and expert groundwork. The specific use of frequencies must be clarified based on the relevant regulatory decisions and national implementation. [CEPT/ECC: Decision (20)02 – Railway Mobile Radio](https://docdb.cept.org/document/16736)
