The International Union of Railways (UIC), French Union Internationale des Chemins de fer, brings together the rail sector's requirements for the GSM-R successor within the FRMCS programme. UIC: FRMCS – organisation and document directory

Role in the FRMCS Context

For operators and manufacturers, the UIC is a key source of rail-specific FRMCS documents. The materials published by the European Union Agency for Railways (ERA) cover functions, system requirements, on-board requirements and interfaces. ERA: Opinion ERA/OPI/2024-10 and associated specifications

The work can be understood through a concrete question: is it about a needed function, an architecture decision, or the connection of an application? Different documents are intended for each. A complete picture emerges only by considering them together; the Functional Interface Specification explicitly points to this relationship. UIC: FRMCS FIS FIS-7970, version 2.1.0

Significance and Binding Nature

For application purposes, document version, requirement category and regulatory reference must be checked separately. ERA lists published V2 materials and the specifications of CCS TSI Annex A in different directories. A download alone therefore does not prove a general obligation to apply. ERA: Opinion ERA/OPI/2024-10 and associated specifications ERA: CCS TSI Appendix A – mandatory specifications

Working Groups and Cooperation

The technical contributions of the FWG, ATWG, TOBA, FIS, FFFIS and UGFA groups are coordinated through the UIC governance structure. UIC: 100th ATWG meeting, 12 June 2026

Practical Guidance

Recommendation for project teams: first record the use case and the target baseline. Then add the matching specifications, with exact version, to a shared reference list.

Frequently asked question

Does the UIC publish the entire FRMCS standard on its own?

No. The UIC specifications are linked to the technical work of ETSI and 3GPP as well as European review by ERA. The documents fulfil different roles.
